JICA-EPU SEMINAR "60 YEARS & BEYOND: THE WAY FORWARD"
KUALA LUMPUR, June 28 (Bernama) -- Japan International Cooperation Agency (JICA) Malaysia Office, jointly with Economic Planning Unit of Malaysia, organized a seminar “60 Years & Beyond: The Way Forward” on 18 May, 2017 in Putrajaya.
Year 2016 was the 60th year since the first technical trainees visited Japan from Malaysia in 1956, and Year 2017 is the 60th anniversary of diplomatic relationship between Malaysia and Japan. As a commemoration of those anniversaries, the Seminar intended to look back how Japanese Official Development Assistance (ODA) has been walking along the way to social and economic development of Malaysia and to explore the ways to widen the scope of future cooperation of the two countries.
At the seminar, Dato Yogeswaran of EPU and Mr. Orikasa of the Embassy of Japan both acknowledged the success of Japanese assistance and complimented JICA’s role in the development process.
A keynote speech and a video provided the background and characteristics of Japanese ODA and explained the basis for the success of the cooperation. Guided by Dr. Leon from Sunway University, a panel of 6 speakers then explored various themes of the development cooperation that ranged from industrialization, infrastructure development, waste management to human resource development, private sector and the importance in trade and investment and finally the future of the cooperation, which will likely to take the form of partnership, the next step beyond development cooperation and assistance.
Many top management participated in the seminar including those from Centre for Instructor and Advanced Skill Training (CIAST) and Malaysia Productivity Corporation (MPC), both of them have long cooperation history, as well as implementing agencies of on-going projects such as Malaysian Maritime Enforcement Agency (MMEA) and Malaysia-Japan International Institute of Technology (MJIIT). The fact that more than 60 of Ministries/Departments and universities participated in the seminar shows that many Malaysian related recognized the contribution of Japan to social and economic development of Malaysia and people-to-people exchange between Malaysia and Japan through training programmes under the Look East Policy built the foundation of this success.

In the three years to 2016, almost 16,000 organisations across the globe had their IT systems breached – or 17 cases of business e-mail compromise every day, according to the US-based Internet Crime Complaint Center.
Eight steps, ranging from better use of technology in preventing malpractice, to encouraging whistleblowers, are included in the report, Keeping Business Clean, produced by the International Association of Certified Professional Accountants. In addition to fighting cyber security, the advice also covers how to counter theft of machinery, false invoicing and concealing activities such as forced or child labour.

Eight ways to fight the fraudsters:
· Leadership – Businesses are encouraged to establish an anti-fraud policy and engage the board in talking to staff, customers and suppliers.
· Identify key risks – Check how fraud might happen in your company, such as through written-off stock or budget over-runs.
· Promote anti-fraud culture – Speak from the top. Executives should let staff know they have a strong process for weeding out scams. Employee reward schemes can also reduce attempted deception in companies.
· Develop anti-fraud controls – Put extra checks on admin procedures, such as a second signature, or avoid giving authority for a job over the phone.
· Encourage whistleblowing – Retain the employee-manager route for addressing initial concerns, but give staff access to free confidential advice, and discretion when raising concerns.
· Develop a response plan – Plan for fraud before it happens. The fraud itself might be outside your control, but how you respond is within your ability, from reporting lines to a PR strategy.
· Harness technology to fight fraud – the better the technology at your disposal, the easier it may be to spot fraudulent behaviour before it’s too late.
· Develop or improve internal controls – Ensure invoices are linked to purchase orders, and remove as much as paperwork as possible, in favour of electronic systems.

MyCC Grants Conditional Block Exemption For Liner Shipping Agreements
KUALA LUMPUR, June 21 (Bernama) -- The Malaysia Competition Commission (MyCC) has decided to grant a block exemption for liner shipping agreements for vessel-sharing agreements (VSAs) and voluntary discussion agreements (VDAs) within Malaysia or effecting on liner shipping services in Malaysia.
In a statement today, MyCC said, the exemption was subjected to no condition of price fixing, price recommendation or tariff imposition by any person on transport users.
MyCC said the Block Exemption Order (BEO) shall commence on July 7, 2017 for a period of two years or until it cancelled it.
The decision was made upon consideration and feedback from public, industry stakeholders and relevant government ministries over the past 30 days from 11 May.
In 2014, MyCC granted a three-year block exemption for liner shipping agreements due to expire on July 6, 2017. The renewal application for the VSA and VDA block exemption for liner shipping services was submitted by the Malaysia Shipowners Association and the Shipping Association of Malaysia on March 6, 2017, it said.
The MyCC, under subsection 8(1) of the Competition Act 2010 (the Act), may grant a block exemption provided all conditions under section 5 of the Act were satisfied cumulatively, namely significant identifiable efficiency benefits arising from the liner shipping agreements and could not be provided reasonably by the parties to the agreement without having the effect of preventing, restricting or distorting competition.
Others include the detrimental effect of the agreements on competition proportionate to the benefits provided and does not allow liner operators to eliminate competition completely to a substantial part of the liner shipping services.
It said the BEO, however, would not exempt or provide immunity to any abuse of dominant position under Section 10 of the Act.
"Therefore, parties to a liner shipping agreement can still be found liable for an infringement if found to abuse their dominant positions in the liner shipping marke," it said.
MyCC said the BEO did not cover inland carriage and warehousing of goods.
"In addition, the BEO allowed liner shipping operators to offer, on the basis of individual confidential contracting, their own service arrangements, upon certain conditions," it added.

Sultan Nazrin Opens Masjid Al-Mursyidin In UPSI
TANJUNG MALIM, June 20 (Bernama) -- The Sultan of Perak, Sultan Nazrin Shah today officially opened Masjid Al-Mursyidin in Kampus Sultan Azlan Shah, Universiti Pendidikan Sultan Idris (UPSI), Proton City here.
Sultan Nazrin also planted a 'pokok Doa' or Bucida Variegated tree in front of the mosque.
Masjid Al-Mursyidin is part of Sultan Azlan Shah campus development project implemented under the 9th Malaysia Plan from 2005 to 2010.
Construction of the mosque costing RM10 million was completed on Jan 31, 2012.

of two antibiotics and a proton pump inhibitor (PPI) in an all-in-one oral
capsule for the eradication of H. pylori infection.
The two-arm, randomized, double-blind, active comparator confirmatory
Phase III ERADICATE Hp 2 study will compare TALICIA™ (RHB-105)
against a dual therapy amoxicillin and omeprazole regimen at equivalent doses.
The study is planned to enroll 444 non-investigated dyspepsia patients with
confirmed H. pylori infection in up to 65 clinical sites in
the U.S. Subjects will be randomized in a 1:1 ratio to receive four capsules,
three times daily, of either TALICIA™ (RHB-105) or the active
comparator, for a period of 14 days. Subjects will be assessed for the study’s
primary endpoint of eradication of H. pylori infection at 42
through 70 days after initiation of treatment.
Subject to its successful outcome and any additional regulatory
feedback, the confirmatory Phase III study, along with the results from the
successfully completed first Phase III study with TALICIA™ (RHB-105) (the
ERADICATE Hp study) and data from the completed supportive PK program, are
expected to support a potential U.S. New Drug Application (NDA) for TALICIA™ (RHB-105).
The first Phase III study with TALICIA™ (RHB-105)
successfully met its protocol-defined mITT primary endpoint of superiority over
historical standard-of-care (SoC) eradication rate of 70%, with high
statistical significance (p<0.001). The study results demonstrated 89.4%
efficacy in eradicating H. pylori infection with TALICIA™ (RHB-105).
Notably, the 89.4% efficacy in eradicating H. pylori infection
with TALICIA™ (RHB-105) was also superior to subsequent open-label treatment
with SoC therapies of patients in the placebo arm of the ERADICATE Hp study,
which demonstrated 63% eradication rate in the mITT population (p=0.006),
further supporting the potential efficacy of TALICIA™ (RHB-105) as a
treatment for H. pylori infection. Treatment with TALICIA™ (RHB-105)
appeared to be safe and well tolerated.
TALICIA™ (RHB-105) was
granted Qualifying Infectious Disease Product (QIDP) designation by the U.S.
Food and Drug Administration (FDA), providing a Fast-Track development pathway,
as well as NDA Priority Review status, potentially leading to a shorter NDA
review time by the FDA, if filed. If approved, TALICIA™ (RHB-105) is
entitled to receive, thanks to its QIDP status, an additional five years of
U.S. market exclusivity, in addition to the standard exclusivity period, for a
total of 8 years of U.S. market exclusivity.

Over 250 Families In Melaka Benefited From Kembara Ramadan UMW
KUALA LUMPUR, June 19 (Bernama) -- Twenty-nine UMW Community Champions (volunteers) in a 10-vehicle convoy distributed 'Ramadan Packs' and household items at Kuala Linggi, Melaka over the weekend.
UMW Group, in a statement today said the convoy's mission was to provide assistance to poor families during the fasting month.
The convoy's first stop was at Pusat Pendidikan Dalam Komuniti (PDK) Seri Malindo, Masjid Tanah, Melaka, a learning centre for the disabled community in the area.
The volunteers also distributed raya clothing to the trainees and household items to the centre.
"They also set up a base at Surau Nur Iman, Kampung Nelayan where they prepared bubur lambuk and 187 'Ramadan Packs' to be distributed to poor families from Kampung Kuala Linggi and Kampung Bukit Darat.
"A buka puasa event was also organised for the villagers at the surau and the volunteers together with Surau Nur Iman committee members prepared the feast for buka puasa,"
This is the second year the UMW Community Champions have embarked on Kembara Ramadan by going outside the Klang Valley to help the poor communities.
This programme is part of UMW's continued support towards the poor communities in the country under its community development pillar.

'Imarah Ramadan' Programme Aims To Help More In Remote Areas
ISKANDAR PUTERI, June 18 (Bernama) -- The 'Imarah Ramadan', an annual humanitarian programme jointly organised by Islamic Aid Malaysia (IAM) and the Institute of Islamic Understanding Malaysia radio channel (IKIM.fm) is aimed at helping the underprivileged, especially in remote areas.
Southern Region Etiqa Insurance and Takaful Chief Executive Officer, Mohamad Yunus Mohd Sood said the programme had, so far this year, achieved its target of helping more than 5,000 people under the category across the country.
"We have allocated approximately RM400,000 to help the target groups in the rural areas, especially those living in areas that lack access to facilities.
"Thus far, we have helped more than 5,000 people in Kuala Lumpur, Klang, Kedah, Perak before we proceeded to Johor. We have also organised similar programme with the Rohingya community and persons with disabilities," he told Bernama after presenting aid to 250 residents of Kampung Pok, Gelang Patah, here last night.
The aid includes cash of RM50 and daily essentials such as rice, sugar, cooking oil, milk and canned food.
"We have also implemented similar programme in the rural areas of Sabah and Sarawak in addition to helping the poor in Aceh, Sri Lanka, Nepal and Southern Thailand," he added.

MyCreative's Arts Competition Opens Submission For Public To Discover Fresh Talents
KUALA LUMPUR, June 16 (Bernama) -- MyCreative Ventures Sdn Bhd (MyCreative) has opened submissions for The Craft Master 2017 and Visual Arts Pitch (VAP) 2.0 competition, an initiative to provide promotional opportunities to visual artists and the crafters, as well as a platform for industry experts to discover fresh talents.
The Craft Master 2017 is open to all Malaysians aged 18 and above and is aimed at discovering potential creative talents in the Malaysian craft scene and ultimately, find the best craft products which have the potential to be commercialised.

Meanwhile, VAP 2.0 is open to all Malaysians aged 18-35 and the contestants may submit more than one artwork including paintings, drawings, sculptures or even photography as long as it is the original non-commissioned artwork by the participants.
The competition awards RM15,000 worth of cash prizes to three winners and it also offers shortlisted contestants a chance to get their artworks showcased in a prominent art gallery.
Interested applicants must submit their applications by July 31 for the The Craft Master 2017 and by Aug 31 for VAP 2.0.
